Collective management is a system in which a collective body licenses, collects and distributes royalties on behalf of many rights holders. It solves the problem that individual clearance is impractical when users are numerous, covering performance, mechanical reproduction and recording rights.
A collective management organization is not identical to a performing rights organization: the latter is a common type, while the former may also handle reproduction, retransmission and private-copying levies. The usual mistake is to confuse collective management with copyright transfer: owners keep their rights and grant only management. Rates, distribution rules and exit terms matter most.
